Het ministerie van Economische Zaken en Klimaat (EZK) nodigt relevante marktpartijen zoals de financiële sector, potentiële energiegebruikers, initiatiefnemers en technologieleveranciers (bouwers) uit om deel te nemen aan een marktconsultatie over de financiering van Kleine Modulaire Kernreactoren (SMR’s) in Nederland.

Met deze marktconsultatie wil het ministerie enerzijds inzicht krijgen in de vormgeving van financiële ondersteuning in de fase ter voorbereiding op vergunningverlening, o.a. in het uitvoeren van onderzoeken (pre-assessment onderzoeken zoals aangekondigd in de Nationale Strategie SMR’s). Anderzijds mogelijke vervolgstappen in de financiering te verkennen, inclusief de rol van de Rijksoverheid.

- De behoefte aan en vormgeving van financiële ondersteuning in de voorbereidende fase.

Na sluiting van de aanmeldperiode beoordeelt de Directie Kernenergie van het ministerie van Economische Zaken en Klimaat de inzendingen en wordt op basis daarvan een selectie gemaakt van partijen voor een interview. Aanmelding betekent daarmee niet automatisch dat een interview wordt gepland.
Waarom een marktconsultatie?
Op dit moment zijn er wereldwijd meer dan 100 verschillende SMR-ontwerpen. Veel van deze ontwerpen zijn hoog innovatief en realisatie wordt pas rond 2040 verwacht. Daarnaast zijn er SMR-ontwerpen die gebruikmaken van bestaande technologie.
De markt ontwikkelt zich snel en het is belangrijk om inzicht te krijgen in de status van initiatieven en verwachtingen ten aanzien van hun ontwikkeling. De financiële ondersteuning moet aansluiten bij de behoeften en timing van de betrokken partijen.
In het kader van het SMR-programma zijn SMR-simulaties uitgevoerd. Hierin hebben belanghebbenden uit bedrijfsleven, netbeheerders, omgevingsdiensten en de overheid verschillende onderwerpen met elkaar getest en besproken. Hoewel in deze simulatie aandacht is besteed aan financieringsvraagstukken, is aanvullende marktinput nodig om meer inzicht te verkrijgen in de financieringsbehoeften en -mogelijkheden.
Daarnaast is er behoefte aan inzicht in mogelijke belemmeringen in de fases na de vergunbaarheidsanalyse en technische haalbaarheidsstudie. Dit is een verkenning van mogelijkheden en kan bijdragen aan toekomstige beleidsvorming.
Achtergrond financiële ondersteuning Nationale Strategie
De Nationale Strategie SMR’s geeft aan dat het kabinet private initiatieven die dicht bij de markt staan financieel wil ondersteunen bij vergunbaarheidsanalyses en technische haalbaarheidsstudies, binnen geldende wet- en regelgeving (inclusief staatssteunregels).
Focus ligt op de fase voor vergunningverlening, omdat private financiering in deze fase vaak nog beperkt beschikbaar is. Het totale budget vanuit het SMR-programma bedraagt maximaal EUR 20 miljoen met als doel projecten richting realisatie te faciliteren en de drempel voor private financiering te verlagen.
Het kabinet heeft de ambitie uitgesproken om de ontwikkeling van SMR’s te versnellen. In dit kader wordt deze marktconsultatie uitgevoerd om inzicht te krijgen in de mogelijkheden tot versnelling, onder andere door belemmeringen in kaart te brengen en mogelijke maatregelen te verkennen. Call for companies: Market consultation on financing Small Modular Reactors (SMRs)
The Ministry of Economic Affairs and Climate invites relevant market parties such as the financial sector, potential energy users, project initiators, and technology suppliers (builders) to participate in a market consultation on the financing of small modular reactors (SMRs) in the Netherlands.

With this market consultation, the Ministry aims to gain insight into the design of financial support for the preparatory phase of construction (as outlined in the National SMR Strategy) and to explore possible next steps in financing, including the role of the national government.

- Suggestions for reducing potential barriers in later project phases.

After the registration deadline, the Nuclear Energy Directorate will review the submissions and select participants for interviews. Registration does not automatically guarantee an invitation for an interview.
Why a market consultation?
At present, there are more than 100 different SMR designs worldwide. Many of these designs are highly innovative, with deployment not expected until around 2040. At the same time, there are also SMR designs that make use of existing technologies.
The market is developing rapidly, and it is important to gain insight into the status of initiatives and expectations regarding their development. Financial support should be aligned with the needs and timing of the parties involved.
As part of the SMR programme, SMR simulations have been conducted. These brought together stakeholders from industry, grid operators, environmental agencies and government to test and discuss various topics. Although financing aspects were addressed in these simulations, additional market input is needed to gain further insight into financing needs and opportunities.
In addition, there is a need for insight into potential barriers in the phases following the licensability assessment and technical feasibility study. This serves as an exploration of options and may contribute to future policy development.
Background: financial support under the National Strategy
The National SMR Strategy states that the government intends to provide financial support to private initiatives that are close to market for licenceability analyses and technical feasibility studies, within applicable laws and regulations (including state aid rules).
The focus is on the phase prior to permitting, as private financing is often still limited at this stage. The total budget from the SMR programme amounts to up to EUR 20 million, aimed at facilitating project realisation and lowering the threshold for private investment.
The government has expressed the ambition to accelerate the development of SMRs. In this context, this market consultation is conducted to gain insight into opportunities for acceleration, including identifying barriers and exploring possible measures. Read the full National Strategy SMR here.
